By purcahing minimum amount of 400,000 usd property investments like flats, villas, trade center, land, factories, shops e.t.c. consists of two steps to get citizenship in Turkey.
These are;
1- Deed transactions in the General Directorate of Land Registry and Cadastre
2- Population and Citizenship Affairs Gn. Directorate operations

With the amendment made to the Regulations Regarding the Implementation of Turkish Citizenship Law,
Foreigners now may acquire Turkish citizenship through the exceptional means of purchasing real estate worth at least USD 400.000 or equivalent thereof in foreign currency or in Turkish Lira starting from the date 18.09.2018, provided that the land registry entries are annotated to the effect that the real estate will not be sold for 3 years.
Starting from 07.12.2018, it is also possible to acquire Turkish citizenship if the agreement, which is issued before the notary public in a manner to include promise of sale for a real estate with condominium or construction servitude created thereon worth at least USD 400.000 or equivalent thereof in foreign currency or in Turkish Lira deposited in cash along with the undertaking of no transfer and cancellation for 3 years, is annotated into land registry.
In case of purchase of real estate(s) worth USD 400.000 and an undertaking of not selling the same for 3 years, or in case of agreement, which is issued before the notary public in a manner to include promise of sale for a real estate along with the undertaking of no transfer and cancellation for 3 years, then a “Certificate of Eligibility” will be issued by the General Directorate of Land Registry and Cadastre as a document to be relied upon for citizenship request.
Upon receiving the certificate of eligibility, foreigners first file an application for residence permit before the Provincial Directorate of Migration Management and then an application for citizenship before the Provincial Directorate of Civil Registration and Citizenship Affairs.
Accordingly, the steps of operation will be as follows;
1. There is real estate to be purchased at a value of at least 400,000 USD and the agreement is made. (If the value of a single property is less than 400,000 USD, more than one real estate purchase can be made and this does not need to be at the same time.)
2. "To get real estate valuation report" from the appraisal companies authorized by SPK to make real estate appraisal.
3. To apply to the land registry office with the necessary documents. (required documents are listed below)
4. It is checked whether the receipt, valuation report and declared values meet the criteria sought in the regulation by the land registry office.
5. If the necessary conditions are met, the title deed fee and the revolving fund fee are notified to the addressee via SMS and paid.
6. The time to sign the contract is notified by SMS.
7. After the signatures are signed and the contract is completed, a 3-year unsold declaration is placed in the register of the real property and the title deed is delivered to the relevant person.
8. After the completion of the transaction, the transaction documents are sent to the general directorate or regional directorate to issue a "certificate of eligibility" for the citizenship application by the land registry office.
9. Once the necessary checks are performed, the “certificate of eligibility” issued is sent to the Provincial Directorate of Civil Registration, Citizenship affairs and General Directorate of Migration Mangement for due action by an official letter and it is sent to the parties concerned by e-mail.
Required documents;
1. Identity Document or Passport: The foreigner's country identity document or passport is presented. (With translation when necessary) The nationality status of the person must be identifiable.
2. Identity Information Declaration Form: It is required to be filled and signed by the relevant person in all deed transaction applications of foreign real persons.
3. Photo: 1 biometric photo
4. Document regarding representation if the procedure involves representation: Power of attorney, court order regarding guardian, letter of authorization etc. (If the transaction will take place based on a power of attorney issued abroad, original or certified copy of the power of attorney is to be submitted as accompanied by the translation)
5. Title deed belonging to the immovable property subject to sale: Required if available.
6. Valuation report for the real estate: To be received from the firms authorized for valuation as licensed by the CMB (Capital Market Board) as published on the official website of CMB
7. Bank-approved remittance receipts: Can be given before or after the sale.
8. Compulsory earthquake insurance policy: House, workplace, etc. required for buildings.
9. Foreigner identification number: If there is no foreigner identification number, it is allocated by the Land Registry Directorate during the application.
10. Sworn interpreter : Required if there is a party who does not speak Turkish. (It must be authorized by the district judicial justice commission.)
